On May 30, 2025, the Institute of the Security Service of Ukraine held the First All-Ukrainian Round Table on the topic: “Current Problems of Investigating Crimes Related to the Armed Aggression of the Russian Federation against Ukraine”.
The event brought together representatives of the academia, law enforcement, state institutions, practicing lawyers, as well as cadets and students pursuing studies in law and law enforcement.
The discussion focused on key challenges in the qualification of war crimes, the specifics of pre-trial investigations, and the application of international humanitarian law. Among the speakers were representatives of the Security Service of Ukraine, the Office of the Prosecutor General, the Kharkiv Regional Prosecutor’s Office, researchers from Yaroslav Mudryi National Law University, and the Scientific Research Institute of Criminology of the National Academy of Legal Sciences of Ukraine.
The Head of LingvaLexa, Anna Vyshniakova, also took part in the event, presenting academia theses co-authored with Kyrylo Dymov, PhD, the organization’s coordinator.
In their theses, “The Leadership Requirement in the Crime of Aggression,” the authors analyzed the narrow scope of the so-called leadership clause under the Rome Statute of the International Criminal Court and its implications for Ukrainian legal practice.
Special attention was given to the issue of complicity in the crime of aggression, the differences between international and national standards, and the relevance of developing Ukraine’s own model for criminalizing this crime. The authors emphasized the importance of critically rethinking the provisions of the Rome Statute in light of modern hybrid warfare and the need for justice.
