Key Achievements
- Cooperation with Law Enforcement Agencies
Through the collaboration between NGO LingvaLexa and Ukrainian law enforcement agencies, numerous joint investigations have been conducted into crimes committed during the full-scale invasion. Our experts have contributed to approximately 120 criminal proceedings related to war crimes, collaboration activities, and propaganda. Law enforcement officers have received over 100 consultations on the application of OSINT methodology and specific information search tools. Additionally, our team developed an educational online platform featuring lessons on OSINT tools, cybersecurity, and cyber hygiene.

- Conducting OSINT Training Sessions
Over the past year, we organized 30 on-site practical training sessions on open-source intelligence (OSINT) investigations, cybersecurity, and cyber hygiene for specialists involved in investigating the most serious international crimes. We are grateful for the cooperation of the Prosecutors' Training Center of Ukraine and the international NGO Humanity in Action, who helped in the implementation of this project.
- Published Research on the crime of Incitement to Genocide
The project to create an educational and practical guide titled "Incitement to Genocide: Holding Propagandists Accountable. International Experience and Ukrainian Law" has been successfully completed. This handbook for is a systematisation of international case law and recommendations on how to conduct pre-trial investigations and collect evidence on this crime within Ukrainian legislation in accordance with international legal standards. The research was presented at the Prosecutors' Training Center of Ukraine, with representatives from civil society institutions, Ukrainian law enforcement agencies, and experts in international law. The guide has been published, made publicly available, and distributed to national libraries, academic institutions, and prosecution offices. The project was implemented with the support of the International Renaissance Foundation.

- Translation of the Convention on the Prevention and Punishment of the Crime of Genocide
Our experts translated the Convention on the Prevention and Punishment of the Crime of Genocide into Ukrainian, facilitating its further use in Ukrainian legal practice. The translation was officially approved and published on the website of the Verkhovna Rada of Ukraine. The project was implemented with the support of the International Renaissance Foundation. Analysis of the problem of translations of international legal conventions into Ukrainian
- Implementation of the Project "Voice of War: Ensuring Accountability for War Propaganda in Music"
Within this project, the role of music as an integral part of Russian propaganda in inciting war and violence against Ukrainians was investigated. Mechanisms, including legal ones, to hold artists accountable on both Ukrainian domestic and international levels were analyzed. The project also aimed to assist law enforcement agencies in conducting pre-trial investigations in relevant criminal proceedings by providing information that could be used as evidence. The study, "Music That Kills: How To Hold Artists Accountable For War Propaganda” was written and published bilingually. It has been presented and made publicly available for a broad audience. The project was implemented through the joint efforts of NGO LingvaLexa, Mitrax Attorneys at Law, and the Vinnytsia Regional Prosecutor’s Office, with support from the International Renaissance Foundation.
- Membership in the Coalition Against Disinformation
NGO LingvaLexa became an official partner of a conference dedicated to addressing the challenges of disinformation in modern society. A coalition of leading experts gathered in Washington to address the escalating global threat of Russian disinformation, an issue affecting democratic institutions, religious freedoms, and elections worldwide. We provided our expert support and presented our own developments.
General Summary
The year 2024 was a significant milestone in the activities of NGO LingvaLexa. Thanks to fruitful cooperation with partners and international organizations, substantial progress was achieved in human rights advocacy, education, and analytical activities. The organization continues to serve as a platform for developing and implementing innovative approaches in the field of human rights protection and countering propaganda.
