VerbaLex helps investigators, prosecutors, forensic experts, journalists, researchers, public institutions, and other accountability actors analyse large-scale propaganda datasets. It identifies legally significant statements and criminal narratives, and generates structured analytical and evidentiary reports for further expert, legal, and investigative review.
The Challenge / Why It Matters
Since Russia’s full-scale invasion of Ukraine, propaganda ecosystems have generated massive volumes of content used to justify aggression, dehumanise victims, mobilise support for violence, and destabilise democratic societies.
The challenge is scale. Legally significant statements, criminal narratives, and potential evidence are often buried inside thousands of hours of broadcasts, interviews, posts, and transcripts. Manual review is slow, fragmented, and highly resource-intensive: it requires specialised legal, linguistic, and investigative expertise, substantial staff time, and continuous coordination across teams. As a result, accountability actors often struggle to identify and analyse relevant material quickly enough.
Without technology, the gap between the volume of harmful content and the capacity to investigate it will continue to grow.
